The Pa.L.Mer. Science and Technology Park was founded in 1994 with the aim of supporting small and medium medium-sized companies by means of innovative technologies. Thus Pa.L.Mer. cooperates with numerous research facilities to enhance the innovative impact of the local companies.

Activities
Project CEER-PALMER
CEER-PALMER, funded by the Region of Latium and administered by the South Latium Science and Technology Park, has, on the one hand, the foundation of an excellence centre as its aim and, on the other hand, it wishes to serve as the point of contact for technological support for the regional companies active in the renewable energies segment. CEER-PALMER pursues three strategies in its activities:
- 1. Support with the foundation of innovative compagnie and definition of best practices (spin-off) It is intended to stimulate the setting up of new proejcts. These have a strategic focus on development, engineering, production, investigations etc of innovative facilities, which produce energy from renewable sources. These support activities are aimed at the generation of new company proposals and ideas. They have already led to the start of three projects in the sphere of energetic exploitation of regional biomasses, production of biofuels from algae and photovoltaic in industrial facilities and greenhouses. To date one new company has been founded.
- 2. Technological Platform Here the dissemination of knowledge is in the foreground. By means of the exchange of entrepreneurial experience, innovative projects, research and best practices in the field of renewable energies, knowledge should be transported into the SMEs. For this purpose, on 22. and 23. May 2008, the first “Rinnovaenergia” meeting took place, in which over 1 000 people took part.
- 3. Technology transfer As part of this activity, innovative facilities for the reduction of fuel consumption have been built. The aim is the use of renewable energies for the electric and/or thermal energy production. The aim is the promotion of energy production facilities with renewable sources. On the website, a special area was set up which is reserved specifically for public information notices. One called upon the public to express its opinion concerning the construction of innovative energy production facilities from renewable sources. At the end, 49 suggestions from SMEs registered with the local Chamber of Trade were published. They intend building innovative facilities, which use renewable sources of energy for electric and/or thermal energy production. After the conclusion of the survey phase, measures for 'regional demonstration purposes' of SMEs in Latium were initiated. Smaller and medium-sized facilities for different corporate types should serve as "regional models” for demonstration and dissemination purposes. Of eight realised measures, six refer to the realisation of photovoltaic facilities with performance ranging from 6 to 50 KW; a biomass facility and a thermosolar unit with a total production of over 216.000 KW/h per year. For the conduct of these measures, altogether € 1 000 000 were invested.
The scientific partners of the CEER PALMER project are: - ENEA; - University of Cassino; - University of Roma “La Sapienza”.
Project PINN-PALMER
PINN-Pa.L.Mer is a project funded via FILAS of the Latium Region. It is managed by the Science and Technology Park of South Latium (Pa.L.Mer) with the aim of generating innovative technologies initiated from research activities of the university and technological excellence centres (CET) and for these to be transferred to the regional SMEs. These centres were founded by Pa.L.Mer. PINN-Pa.L.Mer enables the SMEs to realise projects in partnerships (partnership for innovation). Thus, each new project proposal can be decided individually, whether the project concerned or the technology transfer can be conducted as a partnership, individually or only by the provision of resources/services. The project comprises four established areas of interest, which are allotted to technological platforms. For these, special project ideas are presented for technology transfer, which are envisaged for the 'entrepreneur projects'; Aerospace-LabiMAT, Biotech/Chemistry and Pharmaceutics, ICT/Tourism and Energy. Each platform uses a research and development unit or group (URS), which is part of the vertical organisation. These R&D units constitute micro-networks of the scientific and technological resources, which are called upon for advice for the 'entrepreneur projects'. Included as an 'entrepreneur project' is a form of technology transfer, for which companies are suggested. For the achievement of the aims, promotion of competitive and promotion capacities of companies, all the necessary technological and scientific competences are made available for the transfer.
Fonds A.I.D.A.
Pa.L.Mer. is responsible for the administration and coordination of all activities conducted in connection with the AIDA fund. This fund was initiated by the Frosinone Chamber of Commerce for the invitations to tender in 2006, 2007, 2008 and 2009 and by the Latina Chamber of Commerce only for the one in 2006. AIDA is intended to promote regional – founded in the foundation phase– SMEs, which wish to increase their growth potential within the programmes by supporting the innovation policies in the production process and for the product itself. Thus the fund contributes directly and in the initial phase to the realisation of the planned activities. The support can be applied in the following areas 1) the applied research for pre-competition purposes, 2) the transfer of knowledge and the transfer of scientific innovations (by a technology team), 3) the acquisition of patents and technological packages for the solution of problems in the production processes, 4) the application of named and already known results processes .Pa.L.Mer has conducted technology assessments, evaluations and the administration of funded project ideas. 73 projects were assessed and the pertinent activities administered. They were submitted to the AIDA Latina fund in 2006 and AIDA Frosinone fund in 2006, 2007 and 2008 for assessment. Currently activities for 123 projects are being conducted, which were submitted in the AIDA 2009 invitation to tender.
Project “Investigation, research and development of a sustained system model for the administration of the environmental problems and energy savings within the paper value creation chain in the Province of Frosinone."
The project concentrates both on the strengthening of the organisation of the paper branch and also on its upvaluation. The aim thereby is the integration of the environment and energy policies in the planning strategies of the authorities and the individual companies. For the development of synergies and the enhancement of the branch image, the 'system approach' should be the centre of attention (as the environmental certification within the segment, the reduction of the environmental contamination in the production processes and the products and the energy savings). The development of the model “sustained industrial area” is based on the use, application and integration of several instruments of environmental policy: strategic environmental assessment, EMAS (European Regulation 761/01 concerning the voluntary participation of the organisations in an ecoaudit and administrative system), 'life cycle assessment“ (LCA) In the technology transfer phase, a report on the technical, economic and ecological feasibility with the following content is compiled:
- Individualisation of suitable cases for the realisation of technological transfer measures seen from the standpoint of a significant energy saving and for demonstrative purposes;
- Technical, economic, financial and ecological planning of technological transfer measures in the energy saving segment.
Identification of the regional firms, which are active in the paper value creation chain, for technological transfer measures, which occur at the end of the conducted energy and ecoaudit.

Description
The laboratory for technical environmental samples and measurements, Unilab, was initiated by the research agreement between Pa.L.Mer and the University of Cassino. The main research activities of the laboratory are the following:
- Measurements of the load and the air pollution.
- Characterisation of the solar collectors.
Aim
- Measurements of the load and the air pollution The laboratory investigates air particles and is committed in addition in the following sectors: o Environmental pollution of the energy systems (sample measurements of the nanoparticles in the chimney of a waste disposal unit) o Measurements of the air pollution in towns (commune of Frosinone) o Measurements of the dust contamination in closed rooms (restaurants and pizzerias) o Contamination of the workers by dust emissions indoors (welding tasks in the automotive sector);
- Description of Solar Collectors The environmental test laboratory Pa.L.Mer is licensed in accordance with UNI EN ISO 17025 by SINAL (national accreditation system for sample laboratories) to perform tests on the energetic and mechanical quality of thermal solar collectors in accordance with UNI EN 12975. These tests are the pre-requisite for the Solar Keymark certification, which is necessary for the European marketing of solar collectors.
FAD-TAD project
Description
As part of the FAD-TAD project, a network of laboratories should be founded, which aims at the assessment of failure analysis and damage tolerance for aerospace structures.
Aim
Research consists of four aims, which are sub-divided into specific activities:
- Fastcomp (demonstration of damage tolerance and failure analysis for structural components in composite materials),
- Dynalab (demonstration of damage tolerance and failure analysis for dynamic deformation) Facmat (development of procedures for damage tolerance and failure analysis of composite materials in aerospace),
- ABDR (Ageing Aircraft and Damage Repair, demonstration of damage tolerance and failure analysis of materials given possible combat damage).
During the project, two training courses on the problem questions of the project were run.
PINN-PALMER project
Beschreibung
The PINN-PALMER project consists of four strategic sectors:
- LabiMAT: Entrepreneur projects, which concentrate on the topic of high-tech materials, in particular, in the following areas: Aerospace: advanced link techniques by using structure bonding agents, embedded sensor technology, production technologies for composite materials and the development of self-repairing materials. -Shipbuilding: high-tech assembly techniques, structural monitoring and non-destructive diagnostics, innovative composite materials, tissue and rubber profiles.
- Chemical-pharmaceutical platform: Entrepreneur projects, which deal with the environmental contamination of chemical-pharmaceutical activities, here, above all: process monitoring and reduction of the environmental pollution in the chemical-pharmaceutical industry, emission control (recycling of organic solvents), biofuels (recording of biofuels among fuels).
- ICT Tourism: Entrepreneur projects, which are aimed at the foundation, administration and controlling of services both in the general tourism sector and also in the conference sector. Specifically a joint IT platform is considered. - Linking technologies: high-tech linking technologies with the help of cables (fiber to the home FTTH) and wireless, mobile Internet links (HSDPA, HSUPA), hardware and software technologies for safe data transmission, wireless-proximity technologies (Blue Tooth, Blue Tooth 2) and technologies for automatic identification (RFID, Blue Tooth) - High-tech ICT services: technologies for the dissemination of multimedial contents in the mobile area, technologies for the transmission of economic news and localisations; IT services for Customer Relationship Management in the tourism field; technologies for live streaming, differentiating between audio and video.
- · Energy: Entrepreneur projects for the energy segment: - Construction and industrial production: Innovative materials and construction elements for private sector and industrial use, renewable energy sources, integrated systems based on cogeneration and renewable energies, electronic control devices for the feeding in of the energy produced in the power supply and for the optimisation of the yield from power generation facilities from renewable sources of energy. Transport: Design and production or electric and hybrid vehicles, planning of information, monitoring and remote control systems of the communications networks, planning of the transport networks and infrastructures fro new elector vehicles. Equipment: Energy calculation systems (electric power quality, gas quality, meters for thermal energy,...), measurement equipment and software for diagnosis, energy certification and optimum consumption in households and in industry, software and electronic control equipment for the optimisation of the energy consumption in private/industrial facilities, air contamination analyses.
Nutzen
´The aim of PINN-Pa.L.Mer. consists, on the one hand, of the transfer of the technological innovations to the regionally resident SMEs the help of the scientific-technical competences of Pa.L.Mers and the academic partners in the project. On the other hand, the competitive ability and the degree of innovation of the companies should be improved or strengthened.
